What the direction actually changes
The previous submission deadline was 31 December 2026. The new three-month extension applies to plans whose final Regulation 19 consultation period has concluded by that date. Plans already subject to a specific ministerial direction about submission are excluded from the general direction; an individual request is needed in those cases. These are conditions on an authority’s plan-making process, not a blanket extension for all projects.
The minister also asks authorities no longer submitting by December to provide an updated Local Development Scheme by the end of November. The letter gives no expectation of another extension after March. Read the direction itself, rather than relying only on the shorter wording on its publication landing page.
Why a local plan and a planning permission are different
Local plans establish a framework for development in an area. Their preparation, examination and adoption are stages in a public planning process. An individual building proposal still has its own status. The government’s planning-permission guidance directs applicants to the local planning authority to establish whether permission is needed for their project.
A client saying “the land is in the plan” has not supplied the same evidence as a decision for the proposed works. In a quotation conversation, ask which document is meant and request the reference. This avoids an unnecessary argument about planning policy while making clear which information your price and proposed programme rely on.
GOV.UK — planning permission and the local planning authority
Check the council timetable before changing your pipeline
Identify the local planning authority, the relevant plan and its published stage. Check the council’s latest Local Development Scheme or equivalent timetable and whether the final consultation has actually closed. Where the position is unclear, ask the authority or the client’s planning adviser for the current reference and date. Do not infer qualification for the extension from a news headline.
Record three dates separately: the authority’s plan milestone, the client’s expected permission decision and the earliest realistic construction instruction. A small earthworks contractor can then distinguish a promising future project from a job ready to book. This is commercial planning advice, not a prediction that the authority will meet every stated milestone.
Use a provisional quotation responsibly
A fictional builder is asked in October to price a small housing phase which the developer hopes to start in spring. The builder can prepare a scoped budget based on the drawings received, while listing the drawing revision and the decisions still awaited. The plan-submission extension alone does not justify moving that budget into the confirmed workload.
Before accepting a firm start date, identify the person who will provide the authorised drawings, the access arrangements and any relevant planning conditions. State what will trigger a price or programme review. A provisional allowance should have a defined purpose; it should not hide uncertainty behind a confident total.
Avoid buying materials on a planning headline
Separate the point at which you reserve internal capacity from the point at which you place a non-cancellable order. Bespoke windows, structural components or long-lead plant can create exposure if the design or timing changes. Decide which confirmation is needed for each purchase and who has authority to give it.
For example, record that a supplier lead time starts after the final specification is accepted, if that is what the supplier has confirmed. Keep the supplier’s offer and the customer’s instructions together. The government direction does not rewrite those commercial terms, guarantee supply or make a customer’s preferred date achievable.
Keep the customer update factual
An effective update says which council document has changed, which project decision is still outstanding and when the next review will happen. Avoid announcing that “all building projects have been delayed until March”. Equally, do not present March as a guaranteed date when work can begin. The extension concerns submission of qualifying plans for examination.

England only: a conditional plan-making extension
The direction concerns legacy local planning and minerals and waste plan documents in England. It does not apply a new timetable to Scotland, Wales or Northern Ireland.
It is a ministerial direction under existing powers, published on 23 October 2026. A qualifying plan still proceeds through the relevant planning process.
Final Regulation 19 consultation concluded by 31 December 2026 → qualifying submission deadline 31 March 2027.
A plan-specific ministerial direction may require separate consideration. · MHCLG — local plan extension direction, 23 October 2026
Reusable job sheet
- Identify the English planning authority
- Check the plan and final Regulation 19 consultation
- Check for a specific intervention direction
- Read the revised local timetable
- Separate plan, permission and start dates
- Record quotation assumptions
- Release purchases only on agreed evidence
Authority and plan: […] Latest timetable reference: […] Consultation stage: […] Project permission reference: […] Drawing revision: […] Quotation assumptions: […] Next review owner/date: […]
Use the extension to improve the reliability of your project pipeline. It changes a qualifying plan’s submission timetable, not the evidence needed to commit to an individual job.
FAQ
Does every English local plan get the extension?
No. Check the final consultation condition and any specific ministerial direction affecting that plan.
Does 31 March 2027 become a building-start deadline?
No. It is a submission deadline for qualifying plans, not an instruction to begin construction.
Is an allocation in a local plan the same as planning permission?
No. Check the status and requirements of the individual proposal with the local planning authority.
Should a contractor immediately rewrite all quotations?
Review only quotations whose stated assumptions or programme are affected. Keep the evidence and version history.
Where is the exact extension wording?
In the minister’s full letter linked in this article; it is more precise than a short news summary.
