What happened, and which date matters
HSE reports that City Electrical Factors Limited pleaded guilty to breaching section 2(1) of the Health and Safety at Work etc. Act 1974. Birmingham Magistrates Court imposed a £4 million fine and £6,304 costs on 16 October 2026. The incident itself occurred in Telford on 4 October 2024: unsecured switchgear weighing 231 kg fell during forklift loading and caused life-changing injuries.
The regulator identified inadequate planning, supervision and instructions. It also described available securing and lifting alternatives in that particular incident. These are the findings of the reported case, not an instruction for a reader to select lifting equipment without a site-specific assessment.
Why an installation quotation needs a delivery boundary
A quote saying only “supply and install switchboard” leaves several questions unanswered. Where does the supplier’s delivery obligation end? Who has checked the unloading area? Who arranges competent people and suitable equipment? Who moves the load from the unloading point to its final position? These interfaces can affect both the price and the practical ability to carry out the job.
During the survey, record the known product dimensions and the manufacturer’s confirmed mass, the proposed delivery point and the route to the installation area. Mark unknown details as decisions to resolve rather than treating a photograph of the site as proof that the delivery will fit. A clear scope lets the customer understand what you have priced without turning the estimate into a lifting plan.
Use competent planning rather than an improvised workaround
HSE’s existing guidance says that lifting operations require people with competence appropriate to the work. Plans should address foreseeable risks, resources, actions and responsibilities. The planning detail must match the complexity and risk; a routine operation is not automatically identical to a new load or a changed site. Reviewing the plan when circumstances change is part of that approach.
Ask the person responsible for planning to confirm the actual method before booking the delivery. If the product, location or route changes, return the change to that person. Do not make the commercial assumption that additional labour standing beside a load can compensate for a missing handling method.
Keep the commercial record useful to the site team
Create separate quotation items where appropriate for delivery, unloading arrangements, internal movement and installation. Describe the scope of attendance rather than merely writing “handling included”. Identify dependencies such as a cleared access route, a confirmed delivery slot or completion of preparatory work. The appropriate technical arrangements remain for competent assessment.
A hypothetical installer may discover that the equipment is delivered at the boundary but the quotation assumed delivery into a plant room. Resolve that difference before acceptance: obtain the handling scope, revise the price and keep the changed version. Silently adding people on the morning of delivery does not resolve the original planning gap.
Check changes before the delivery arrives
Use a short handover note connecting the order reference, product revision, delivery date and responsible contacts. Confirm that the agreed information has reached the people actually receiving the equipment. A forwarded supplier email with an estimated arrival time does not, by itself, explain who has accepted each responsibility.
Record a route or scope change and the resulting review. Keep the safety planning documents with the people who need them, and include only relevant commercial information in the customer’s quote. Completion of an installation should not erase the record of what was ordered and how the agreed scope changed.
Prepare clearer documents with Vocalys
Vocalys can help you dictate the product reference, installation work and outstanding delivery questions as separate items. Review quantities, units and the boundaries of the service before sending the quotation. Voice preparation helps organise the record; it does not assess a lift or approve the handling equipment.
Would you like to spend less time on quotation and invoice administration? Discover Vocalys at vocalys.pro and prepare your documents from verified site information, while retaining the professional planning and review the work needs.
Fictional worked example
England: a reported judgment, not a new lifting rule
The event is the 16 October 2026 sentence reported by HSE. The underlying incident occurred in 2024. The discussion of quotation records does not replace competent lifting assessment.

Reusable job sheet
- Confirm product dimensions and mass
- Separate delivery, unloading and installation
- Name the person resolving the handling method
- Identify access and timing dependencies
- Review changed products or routes
- Keep the accepted quotation version
Equipment / order reference: […] Delivery boundary: […] Unloading and movement scope: […] Competent planning contact: […] Outstanding information: […] Change / review / decision date: […]
A complete quotation makes responsibilities visible. The price, the delivery booking and the safe method of work need to be coordinated before the equipment arrives.
FAQ
Is this a new regulation?
No. It is a reported judgment under an existing safety duty.
Does every delivery require the same equipment?
No. The actual load, route and risks require an appropriate competent assessment.
Is “supply and install” a complete handling specification?
Not necessarily. Clarify delivery, unloading, internal movement and the responsibilities attached to each.
Can extra labour replace a handling plan?
No. Staffing is only one part of the resources and method that competent planning must address.
Can Vocalys validate the lifting arrangement?
No. It helps prepare documents; technical and safety validation remain with the competent people responsible.
