Which date matters for your next delivery?
HMRC published the registration and service guidance on 14 October. Existing users registered before that date were due to migrate by 20 October; they should not register a second business account just because the service has changed. These dates are distinct from the date of this article. The actionable point is the system used for a new movement now.
A project manager should identify the movement date rather than relying on the date printed on an earlier quotation. A supplier may have quoted a kitchen, glazing unit or heating component before the transition, while the goods are only being dispatched afterwards. Record the planned collection and delivery dates alongside the party responsible for declarations. This is a useful handover check, not a reason to recreate every commercial document.

Find out who actually handles the movement
The service can be used by a declarant, someone acting for another business, or a business involved in moving the goods, such as a haulier. It supports declarations, duty payments and account permissions. A contractor should therefore establish whether its supplier, carrier, customs representative or its own office is doing each task rather than assuming that everybody will submit the same information.
Use one short responsibility record for each order: supplier contact, collection point, destination, carrier, declaration owner and reference to be returned before dispatch. Mark an item as unconfirmed if nobody has accepted it. This is particularly useful when the installation team is different from the person buying the materials. A delivered-to-site price is a commercial description; ask the supplier what paperwork and responsibilities are actually included.
Check access without sharing account credentials
New registrants need an EORI number and business and contact information. If the business is already registered, additional colleagues should be invited by its administrator. HMRC provides official registration and sign-in routes. Use those routes rather than a login link forwarded without context in an unexpected message.
For a small joinery company, a sensible division is to let the office confirm the order and authorised account access while the site foreman verifies unloading arrangements and the installation date. Do not put login details, personal identifiers or access tokens into the customer quotation. Keep the commercial reference in the job record and restrict account access to the people who need it.
Separate the quotation from the customs decision
A free administrative service does not mean the goods themselves attract no duties, taxes or other charges. The applicable treatment depends on the actual movement and goods. This article does not determine that treatment. Ask the competent supplier or customs representative to confirm the classification and procedure before relying on a landed cost.
For example, a fictional installer compares two supplier offers for the same equipment. One price includes transport to the depot; another includes onward delivery to the site. The comparison should expose transport, handling, any confirmed charges and the work needed to complete the delivery. Avoid filling an unresolved cost with zero merely to make an offer look complete. A separately stated assumption is easier to revisit when the supporting information arrives.
Protect the installation programme
Build a practical release point into your internal schedule: the order is confirmed, the responsible party has checked the movement arrangements, and the site is ready to receive the materials. This does not replace an official clearance or declaration requirement. It prevents the installation team being sent to site on the strength of an unverified dispatch promise.
If a delivery changes, record the revised supplier commitment and the effect on labour, access equipment and storage. For made-to-order components, distinguish a manufacturing delay from a transport or paperwork issue. That distinction helps you explain the next action to the customer without assigning blame before you have evidence. Keep copies of the accepted scope and any subsequently agreed variation.
Turn the order record into clear customer communication
Tell the customer what you know: the specified goods, the confirmed supplier date, the installation window and the decisions still awaited. A concise update can name the next check and its owner. It should not promise that use of the new TSS guarantees delivery by a particular hour or removes all border formalities.

Great Britain and Northern Ireland: goods movements only
This article concerns the TSS route for goods moving between Great Britain and Northern Ireland. It is not a general rule for deliveries wholly within Great Britain or a description of all Irish trade procedures.
The official pages were published on 14 October and the movement transition applied from 20 October 2026. No new law is attributed to the date of discovery in the 22 October news list.
Guidance: 14 October 2026. New movements: new TSS from 20 October 2026.

The useful response to the TSS transition is a clear responsibility and delivery check. Do not turn an administrative change into an unsupported tax promise.
FAQ
Does this affect every UK building-material delivery?
No. The subject here is the TSS used for movements between Great Britain and Northern Ireland. Establish the actual route before applying this checklist.
Should an existing registered business register again?
HMRC says existing users were to migrate. Check the migrated account and administrator access rather than opening a duplicate registration.
Can the site manager use the owner’s login?
Arrange the proper account invitation and permissions. Do not share credentials or place them in job documents.
Does the service make the goods duty-free?
No such conclusion follows from the service being free. Obtain advice on the applicable goods movement and charges.
What should be in the customer quotation?
The goods, scope, delivery assumptions, included costs and unresolved decisions. Keep account credentials and sensitive identifiers out of it.
