Ireland Budget 2027: what a small renovation business should prepare now

Budget 2027 is a reason to update your questions for your accountant, not to rewrite every quote you have already sent. For an Irish renovation business, the useful first step is to separate personal tax, the cost of employing people and potential business support. Each affects a different part of your planning.

What has actually happened

Revenue confirms that the Budget Statement was presented on 6 October 2026. It describes tax and spending proposals for 2027 and says legislation will be amended where necessary, including through a Finance Bill. This article records the announcement stage as checked on 9 October.

Keep a simple status column beside every measure you track: announced, legislated, commencement confirmed, or application open. A headline may be enough to flag an item for review; it is not enough to decide that your business can use it today.

Three announcements relevant to your planning

The enterprise department's 7 October statement includes a proposed €125 increase in the Earned Income Tax Credit and an increase in the standard-rate income tax cut-off point of €2,500 to €46,500, with proportionate increases for married couples and civil partners. It also announces extra Local Enterprise Office funding and a further €500 million Growth and Sustainability Loan Scheme.

These are different things. A personal tax measure belongs in a review of the owner's position. Business support needs a check against the scheme's terms. Borrowing requires a repayment plan. None should be entered automatically as extra cash available to pay a supplier.

If you employ people, review the whole job cost

The National Enterprise Hub's Budget summary reports a proposed national minimum wage of €14.94 for workers aged 20 or over and an employer PRSI threshold of €600 a week for 2027. These headline figures are not a substitute for checking the employment rules and rates applicable to each role in your trade.

For a renovation quote, start with the hours needed by each person, including preparation, loading, travel you pay for and clearing the site. Add your actual employment costs and check the result with your payroll adviser. Do not price an experienced electrician or a specialist subcontractor simply by copying a national minimum wage headline.

Record when your assumptions were checked and how long the quote is valid. If a project is months away, explain any outstanding commercial assumptions before acceptance. Changing a spreadsheet later does not explain a price change to a customer.

Prepare for support without buying equipment prematurely

Turn an equipment idea into a short project note: what problem it solves, how often it will be used, the price, installation needs and the effect on the work you can actually deliver. Obtain comparable written supplier quotations. A machine that saves handling time on one kind of job may add little value if that work is only occasional.

Before treating support as part of your budget, confirm the eligible applicant, eligible costs, application dates, approval conditions and payment timing with the relevant scheme operator. Keep the base cash-flow plan viable without an unconfirmed award. If borrowing is being considered, ask for the full repayment schedule and charges, not only an attractive monthly figure.

The enterprise announcement helps identify which official programmes to watch. It does not establish that every building business qualifies or that an individual application has been approved.

Keep this year's filing separate from next year's proposals

Revenue's current Pay and File guidance says the normal date is 31 October and that the 2026 ROS extension is 18 November when both filing and payment are made through ROS. This is an existing filing timetable, included here as a practical reminder rather than a new Budget measure.

Set aside time to reconcile invoices, supplier bills and bank entries before the final week. Ask your accountant for a list of unresolved items with a named owner and target date. Do not use a projected future tax change to reduce the amount you have been told to reserve for an existing liability.

A short planning meeting that leads to decisions

Bring three lists: work already accepted, quotes still awaiting a decision and spending you are considering. For each accepted job, note the expected customer payment and the point at which materials must be ordered. This exposes the weeks when several jobs compete for the same cash.

Use the meeting to resolve specific questions. Which figures need confirmation before a quote goes out? Which purchase can wait? Which application is worth preparing? Finish with actions and dates, then update the relevant documents. A large folder of Budget commentary is less useful than a small number of decisions linked to real jobs.

Fictional worked example

Worked planning example: two jobs and one equipment purchase

Imagine a small refurbishment firm with two accepted jobs and a planned tool purchase. The owner lists the agreed payment dates next to supplier commitments, then notices that the larger material order falls before a customer instalment. That timing problem exists regardless of a future Budget benefit.

The owner separates the equipment decision from the job schedule and asks the adviser to review the available options. This is an illustrative planning exercise, not a recommendation to borrow or a forecast of savings. It shows why cash timing, profit and a possible tax change should be reviewed separately.

Accepted work → dated receipts and costs → funding gap identified → options checked → decision recorded.

FAQ

Are all Budget announcements already law?

No. Revenue expressly identifies proposals and the legislation needed to implement changes.

Does a support announcement mean my renovation business qualifies?

No. Check the actual scheme terms and your application status before relying on it.

Should I change the VAT on an existing quote?

Not on the basis of this article. Confirm the treatment of the actual transaction with the relevant Revenue guidance and your adviser.

What should I do first this week?

Reconcile current paperwork and list the decisions that affect accepted work. Put future proposals in a separate planning column.
